I applaud using a prospect change to protect him even though 2023 draft prospects are off limits, but does this mean we can now start signing top draft picks before prospect draft?

Yes, as I texted Jason its within the rules to use a prospect change to protect one of your 2023 MLB draft guys early. It's just no one can sign any 2023 MLB draft picks in FA if Yahoo adds them. But if anyone wanted to change this rule, you can post about it in February : )
