Each team gets up to 5 IL+ spots and 5 IL spots. So for preseason IL, it's a total of up to 10 spots. Meaning if you already have 2 players in Yahoo IL, you can put 8 in preseason IL. No more than 10 spots.

For a player to be eligible for preseason IL, they have to have either IL status, O status, or DTD status in Yahoo. Or if there's a media webpage that says it's possible that the player might not be ready for opening day, then the player is eligible for preseason IL.
