i guess this was the issue i couldn't remember in the off-season. It always used to be that FA opened after the 2nd week of yahoo matchups. It shouldn't open until two weeks of matchups are complete. The reason for that was two-fold, allowing ranks to stabilize somewhat after enough time, and to allow teams to have opportunities to earn money. Suggest we solve this now even if it doesn't take effect until next season. But it was moved without a vote to begin with.
