How about a compromise?
Change franchises every four years, but you cannot protect anyone signed as an international FA or drafted that previous year.
So everyone is fair game in 2023 prospect draft, except anyone added in 2022 under those two rules.
and if someone is not drafted from that year in the prospect draft then they get free prospect changes to add them and don’t count against the three.
